For what it's worth, a few people (including Mile at Riv, and me) have run 
700c wheels with skinny tires and short reach sidepull brakes on the 650B A 
Homer Hilsen.  I did it just for fun, for a few weeks, and I keep the 700c 
wheelset around as an option.  Since you are tearing down another bike for 
your build, keep that in mind that you could run two sets of wheels and 
have two pretty different bikes.  Just a thought.  There is not enough room 
for fenders, or anything bigger than a 700x28 tire
