The Sam would be a great choice but to get the 650B you would need to go with the 51 size which might be a tiny bit on the small size. The 52 would be a better choice which is no longer available so you would need to go used. Since you wanted to save some money that might not be an issue and the 52's pop up used pretty frequently. The only downside is that they are often sold as a whole bike.
