The ECR is a 29+ bike with 31" diameter wheels. I recommend against an ECR for a short person. I can't suggest a 29+ for someone who normally rides a 48 to 50 cm bike.
I'm waiting for my own 29+ bike, a Surly Krampus. I worked with Cycle Monkey for a while on fitting and finally chose the smallest Krampus size, and I'm 5'8". I don't think someone who is much shorter than I am will fit on a 29+ bike; those wheels are huge.
