Steve, developing and selling an ROV would be a great way to earn an income, but isn't the ROV market pretty saturated? From what I've seen there seem to be lots of manufacturers.
By the way, a good place to see what the military is doing is at the Andrews AFB air show. I got to see up close and personal a range of ROVs from the outrageously expensive Packbot (>$100k) to the el-cheapo R/C trucks that troops use such as "Bombot".
