There is an insurance requirement if you fly at a Academy of Model 
Aeronautics flying field.  Most organized flying clubs are AMA recognized, 
which includes a healthy amount of insurance...$2.5 million to be exact. The 
insurance only covers you when you fly at an AMA recognized flying field or 
during special flying events.  There are private companies that will insure rc 
aircraft, but I have no idea whom they are.

 Nothing prevents a person from flying in their back yard or in a local park.  
But they are taking a huge risk of being sued if an accident happens.  Normal 
home, car, or personal insurance normally does not cover RC aircraft 
operations.  

 Personally, I would not take a chance of trying to fly an rc aircraft and 
participate in a battle while a tank battle is happening.  Although I'm 
considered a very good flyer (28 years in the sport and counting), it is a risk 
that I would not take.

 How is this for an alternative:  Use a pole mounted, remote controlled 
paintball gun to simulate an aircraft shooting down at the tanks.  The pole 
could be 30' high or so.  Heck, mount a camera with the paintball gun and you 
have an interesting perspective of the battle field.  

 Frankly, I would like to see someone come up with a workable multiple rocket 
launcher instead.  :)

Cite the law that says that, please :)   Maybe in another country
(recognizing the fine members of our international group), but in the
US you can fly one anywhere you like as long as you don't hit someone.
You could be cited for creating a public nuisance, or something
similar, maybe assault if you are really being silly (flying an RC
plane in a mall parking lot) near people...

But there is no insurance requirement.  20 million? That's rediculous.

The reason that the people are all well away from the aircraft is a
safety issue, not a requirement of law.
