Cite the law that says that, please :)   Maybe in another country
(recognizing the fine members of our international group), but in the
US you can fly one anywhere you like as long as you don't hit someone.
 You could be cited for creating a public nuisance, or something
similar, maybe assault if you are really being silly (flying an RC
plane in a mall parking lot) near people...

But there is no insurance requirement.  20 million? That's rediculous.

The reason that the people are all well away from the aircraft is a
safety issue, not a requirement of law.
