I just made 28 4.25" x 1.5" bogies out of plywood for my Abrams. I used my drill press and a hole saw, and while they're not absolutely perfect, they're close enough to be used a bogie wheels for sure. I'm going to line the wheels with some thin rubber sheeting or something similar to reduce the wear on them. If you use a hole saw/drill press, just be sure to set it to the lowest speed and work really slowly if you're using a large diameter hole saw bit.
