well, the first problem is i wouldn't use wood as it could warp before or  
even during molding just a bit and if that were to happen (not saying it 
would), 
 you'd have a stock pile of wobbly road wheels. if your going to make a 
master  road wheel, might i suggest using some 1/4" layered up (or 3/16", or 
3mm or 
what  have you), just make sure your work bench is completely flat (unless 
you have a  table saw or some sort of large metal surface that could be nearly 
100%  flat).
 
as for molding them, i can think of one or two ways and what resin to use,  
but i'd have to see a drawing of how you are going to make the original as that 
 will decide what way to go.
 
I don't have a picture of the road wheel(s) used on a Tiger II in front of  
me, but if they look like a Tiger I's steel rimmed road wheel, i do have an 
idea  on how to do some of the surface detailing. it would require a circle 
cutter  from a craft store (they use it mainly for cutting paper, but it will 
work 
on  Evergreen plastic sheeting as well).
 
do you have a table saw?
 
drill press?
 
what size bearings will you be using in the road wheels?
 
what kind of road wheel suspension will you be using?
