I did some more thinking today and I think that I may just cut out 36 discs out of 19mm (3/4") plywood with my jigsaw using a circle cutting attachment. I will make an adapter to put through the center and mount it to my drill press. Then I will file down the wheel to size. For my tire I was thinking of gluing a 1/16" thick 3/4" wide metal strip on to the wood with special construction adhesive.
