A little more progress for me, I removed half the spring/arm/wheel
assemblies that where 5mm and ground them back with a grinder to match the
other half which where 4.5mm. The profile of these springs has basically
become a D shape.

Charged up 2 parallel sets of Nicads and drove it around for just over 20
minutes.
Because the internals are not done and everything is sort of just sitting
there decided to drive it slow and help break it in.
Its driving better than last time but still needs some attention.

The tracks are working well but need to loosen up more, the rubber, chain,
metal and bolts sort of stick which is normal for this track at this stage
but eventually it will droop.

Here are a few minutes of the spring testing.
