Bill,
      Stop in Fredericksburg, have a little dinner, get back on the
road 45 minutes later. Everyone will have fled DC by then and the
route should be clear. They all try to leave early on Friday. However,
if the least bit of precip is coming down , all bets are off and
you're on your own.
