Now that the rules are side by side and easy to compare, I think the intent is clear. To reload, rocket tubes must go back to the base to get a reloaded. Just like a tank does. I suppose a supply vehicle can deliver paint to the rocket asset for reloading during time outs. Mike

One's tank gun is limited on ammo based on diameter. But that applies to paintball markers being used as guns. Rockets can only be single shot per tube.
