Yes.  

In a typical US basement, the water table is usually above the basement 
floor level.  To keep the basement dry, besides waterproofing the 
foundation as best you can, a sump drain system is also installed.  The 
sump is a hole dug deeper, usually by three to four feet than the lowest 
point of the basement, and it has a pump to empty it.  In a well designed 
system, there are perforated  drain pipes that run along the perimeter of 
the foundation that drain to it.  Condensate from the HVAC system and 
outside stairwell drains usually drain to the sump also.  If the sump pump 
loses power there's the threat of a flooded basement, especially during a 
hurricane.

I'm lucky, my house is on top of a hill and I have a poured concrete 
foundation and I don't get much water except during a storm.  My wife is an 
estate manager for a wealthy family and their large home with a stone 
foundation is on the bottom of a hill and it requires twelve pumps running 
24/7 to keep it dry.
