its not half the power though, the way lead acid batteries and for that matter 
most all batteries work is their voltage drops with power draw. a 17Ah battery 
thats rating out at 10Ah is for all intents junk, its voltage drop will be far 
greater than that of a healthy 17Ah battery, greater than simply the straight 
amp difference the the batteries rating out at 10Ah will also not be able to 
supply the same current draw before overloading. Id be leery of buying these 
batteries
