Welcome to the site Deflected shots do not count, a paintball needs to leave a viable mark for a "hit" to be counted. Sloped armor will give a small advantage but I`ve not seen much evidence of this in the battles I have been involved in.
A suspension system will add to the maneuverability of your tank but its not particularly worth the effort on a first tank. Id advise that you make provisions in your build to enable your self to add suspension later. The simpler the better for your first tank, I have a Tetrarch on the go at the moment. a very simple tank. but bear in mind also that the small tanks will present challenges to fit the paintball marker when the space inside the turret runs out. best of luck and ask lots of questions.
