It's been proven time and again that anybody with some brains and Google can build an autotracking paintball gun that shots anything moving. Throw in the wee little problem of not shooting friendlies and the Pitelli prize turns into a far off thing like a Mars colony or Frank obeying the five foot rule ;-). I'm all for innovation but I won't be putting any devices on my tank that tells another it's ok to shoot it. If you want to field your own little personal Bolo <http://en.wikipedia.org/wiki/Bolo_(tank)>, then it's going to have to determine friend or foe by the same method currently in use, by visual recognition. If you can crack that nut, the Pittelli prize will be nothing to what BAE or any other beltway bandit will be willing to pay you.
