One motor does forward reverse the other does turning??? Huh?

Also, a full neutral steer will use about the same power as starting your
tank from a dead stop, so id say no turning takes the same power level.

Your big problem is that as the motor power level increases, either the
voltage or current has to increase, and in either case brushes become an
increasingly inappropriate means of commutation. You may have little choice
but to go with either a slower tank than you desire or else an electronic
commutation scheme ( three phase AC synchronous, three phase AC
inductive...)
