I have a number of victor 883 Motor speed controls I would be happy to sell...  
 It doesn't get much easier than 4 wires and a signal line from the radio.  I 
was going to say  the "cheap"  solution almost never is... but that linked PWM 
motor control was over $200...    

In all honesty... its much easier and cheaper to build  large scale RC car 
(tank)  today than it was even 5 years ago. The prices for hardware have fallen 
by 5 fold (10 fold on some cases, like a radio)  Battery technology is getting 
better and cheaper, and even   fractional horsepower motors are much easier to 
get from known sources instead of surplus.

I also have a small fab shop and would be happy to help people by making simple 
parts or modifications to existing parts (like boring out sprockets, making 
keyd shafts, etc)
