Yes, perhaps that's the reasoning behind it.

I'd still argue that both cases are fairly similar: We are talking about an element which is normally transcribed as it appears in the resource. But in both cases, a part of the element is not transcribed as it is for some reason, but rendered in a slightly different way, as a verbal description (of a symbol in one case, and of a list of names in the other).
