Whenever you are wondering about whether or not you *must* enter data (under RDA) you need to check the Core instructions for that data.
If you are starting from a MARC element (346$b) then you go to the Toolkit, and look under the Tools tab and RDA Mappings, and MARC Bibliographic to RDA Mapping; find your MARC element in the list: 346 b Broadcast standard 3.18.3 Broadcast Standard Go to 3.18.3 Broadcast Standard and see that no 'Core' instructions are provided for that element, which means the data is not core. Therefore you do not have to provide that data, especially if you do not know it. The question about the relationship designator for the entity that actually produced/made the videodisc reproduction of the original locally made videocassette brings us back to the issue of who is responsible for making a reproduction and whether that reproduction is being done as multiple copies meant for distribution (published) or a single copy (produced). If Great Lakes Video Services made only one copy (or 2 or 3, for preservation purposes) then I would say that they are the Producer of the reproduction; 264 0 $a ... :$bGreat Lakes Video Services,$c ... 710 2 $aGreat Lakes Video Services,$e??? However, there doesn't seem to be a relationship designator for 'producer'; or rather, there is one, but it is assigned to: "producer: A person, family, or corporate body responsible for most of the business aspects of a production for screen, audio recording, television, webcast, etc. The producer is generally responsible for fund raising, managing the production, hiring key personnel, arranging for distributors, etc."--I.2.2 (Work) So it seems that we need a new relationship designator to cover this situation, and I wonder why RDA does not already have one; is there an actual reason why RDA has designators for Manufacturers (I.4.1), Publishers (I.4.2) and Distributors (I.4.3) but not Producers (manifestation)? If you had Great Lakes Video Services make multiple copies, intending to distribute those copies, then I would say that your library is the publisher and they are the manufacturer, so: 264 1 $a ... :$bGrand Rapids Public Library,$c ... 264 3 $a ... :$bGreat Lakes Video Services,$c ... 710 2 $aGrand Rapids Public Library,$epublisher 710 2 $aGreat Lakes Video Services,$e But this is a very grey area, and I do very much hope that a PCC task force is in place to address it, in all its complexity. And don't forget that you need to pick up the linking entry for the original locally produced videocassette (which I do not as yet feel qualified enough to tackle in MARC, although I can do it quite neatly in RIMMF) In the meantime, your options for cataloging these types of materials seems to me to be: either take a stab at it in RDA (and expect to have to make changes as we learn more), or use AACR to handle them instead; until we have further guidance on handling this tricky 'reproductions' issue, following RDA thinking.
