You could almost run a 22 v nominal system, if you used 2 v cells.
Charge controllers like the FM60 and the Classic have enough adjustment
in the bulk/ float settings to make it work, and that would be closer to
the 20 - 28 v dc window you're looking for. (20 v would be comparable
to 10.9 on a 12 v system or complete discharge, while 28v would be 15.3
v on a 12v system, plenty of room to EQ)
However there are a lot of comm systems that have been running off grid
for decades, so I really think you just need to take another look at the
required specs. Solar Converters in Canada make a voltage regulator that
will stabilize a battery voltage, as well as up and down DC to DC
converters.
Also, I'm up in Denver, and don't mind driving (buy my gas) if you ever
need any help.
