Jeremy, I understand that your application wants the wireless communication load to operate at 24VDC with a voltage tolerance of +-4V (15%). Since your battery bank will operate between voltages larger than +-15%, you will need typically 22-30V/24V DC/DC converter with max 15% voltage tolerance output, wired between your 24V configured battery bank DC output and your wireless communication load.
