Hi: Back in the day when I was giving the Xantrex training for the GT, I was informed by our regulatory folks that we will base the 36" height on an interpretation of the electrical code whereby the switch is considered to be the same as any other electrical wall switch or outdoor receptacle.

I'd still plan for it to be high enough to avoid any basement flooding and to remain easy to access.
