I haven’t heard about this but I’ve been calling for it for decades. The C-46 
started life as a solar thermal license. Still is. When PVs first hit the scene 
in the 80s, the CSLB, in it’s idiocy, decided that a solar panel was a solar 
panel and stuck it in that classification. To be fair, in those days a 600W 
offgrid system was a fatty and there were no on-grid systems. Now, here we are 
in the age of 5-10KW offgrid systems and megawatt on-grid ones. You -and the 
rest of us here- should know that the real fire danger in an offgrid PV system 
is the storied energy in the batteries. Solid training and experience should be 
REQUIRED, but it is not. 
To answer your question, IMO there is no difference between an untrained C-10 
or an untrained C-46 licensee. Neither should be allowed to install a permitted 
battery based system. That said, a C-10 electrician is far more versed in the 
NEC and general electrical best wiring practices than a C-46 installer is. 
Obviously there are many exceptional workers in the C-46 field these days and 
some godawful C-10s, but in general, I think that license class is an 
anachronism and shouldn’t be for PV installers. There should be a clear and 
easy path for experienced C-46 workers to upgrade to a C-10 with additional 
testing. Then, the C-46 should revert to solar thermal again.

My instant response is what special training does the c10 have that the c46
