Jason,
I'm so glad you brought this up, I'm having a very similar
issue backfeeding a utility (PG&E) meter that we recently started
backfeeding on a small commercial job. Somewhat unique in that its
208/120 SINGLE phase (L-L-N). The inverters are pushing about 3,000
KWhrs/month to the grid, way more than typical July consumption at this
site but their billing shows modest consumption.

Is it possible for a utility meter to be programmed/wired backward? I
have a client on an Enphase system with production and consumption
monitoring, and the Enphase monitoring is showing solar production
exceeded consumption by 400 kWh for a billing period. However, the
meter is reading almost exactly the opposite. It seems too coincidental.
I'm going to go out to the site tomorrow to shut down all of the loads
and see what happens when solar is only backfeeding the meter, but I'm
curious how the meters are "programmed" or set up to work.
Note that the meter was zeroed to start and the initial billing period
readings show DEL exceeded REC by 400 kWh, which matches what was
billed (net usage of positive 400 kWh).
