So no junction boxes outdoors ever? Seems impractical to me. Or do you mean every splice in an outdoor j-box should be a waterproof splice? I don’t believe that is necessary and certainly not code-required. On the other hand a well installed 3R box seems pretty standard and reliable. I don’t live in a showy climate so I can’t on those scenarios but I have never had a weep hole clog. The same thermal changes that suck water in will force it back out. BTW, I have never had a problem with transitioning from PV cable to THWN using an MC bulkhead fitting. This is what they are designed for. I have taken them apart decades later and they are all good.
