Thanks everybody, I got TortoiseSVN to work this time. I didnt do anything new, but this time I didnt get prompted for authorization.

The default port for the SVN prefixed urls is 3690.  This is another reason why I advocate using SVN with the Apache module instead of the SVN daemon.  Then all requests are done over http (port 80) which is Chris's problem at work (I'm assuming your work's firewall is blocking that prot 3690).
