Either way, 6.1 is supposed to be supported.  I’ve fixed this problem now.  I still need to commit it to the DB.

i replied too quickly last night. Thinking about what you said I remembered that while we've converted all our sites on the dev box to 7.0, 6.1 is still on the server as the default version and since this is a new site, by default it's running 6.1.  Thanks for the pick-up.
memo to self: get 6.1 off server *today*.

What version of CFMX? I'll bet you're on CFMX 6.1 - you need to be on
CFMX 7 (the type "xml" was introduced in 7.0).
