I've found another issue that might be the cause, completely unrelated to reactor. I deleted everything - had a totally empty production site. Then I uploaded a .htm file, and opened it in the browser. changed the name of the file to .cfm and got a ColdFusion file not found error. So there's a SNAFU in the coldfusion somewhere. SO I think i have other work to do before i can get to reactor. Thanks for your interest in my problem, but I think the issue has nothing to do with reactor or my dev layout or any of that.
