Seeing as Sean and Beth are already committers to SVN, maybe you two can work together on this?
I could put together a small mailing list for submitting patches. I know that Beth works with Oracle and Sean with MySQL. I do have a server available where all the DBMS could be installed for simple tests, if that would help. All in all, I think most of the bugs (although I'm somewhat out of touch) are general functionality related and not really DBMS specific. In this case, simple tests can be run to validate that things work as expected. If this can't clearly be defined then the patch is rejected or maybe queued for my eventual review.
