As far as the OS is concerned, if Network.IsConnected is true, then it
is connected to the Internet. The OS doesn't know that it can't reach a
website. In a router case, it thinks that the router is the Internet.
There really isn't any other way to check besides a "ping" of some sort
to the outside. If you're checking for updates anyways, why would it be
a problem to appear to "phone home"? You'd have the same appearance
while you're checking for updates.
