I have a magnifying-glass application (lets user inspect pixels close-up) that has a menu bar. I decided that it would be more useful as a global floating window. Then I ran into the problem that floating windows don't receive menu events.
I cruised the usual sources and found this problem referenced over the years (including a 2.5 year old post from me!), with various workarounds proposed.
