But, the XML also stores window positions and other stuff so a DIFF
will turn up a lot of differences on that basis alone
Positions are no longer saved but there are still bugs with the XML for
windows.
I missed the positions stuff being dropped.

As well since RB saves all external items all of the time most VCS
systems
will say that everything has been modified until you do a refresh.
