I believe that the three slashes are correct when it is a file. Open
your browser and drag a local HTML file onto the browser window. When
I do that it shows "file://..." as the URL. I know I have used just
two in code before and wondered why things wouldn't work until I
remembered once again that three are needed.
The third one is if you use an absolute path I believe
On my machine this path
file://../Users/npalardy/Desktop/REALWorld.htm
opens the file that is two directories up from Safari and then follows
the rest of the path just fine
