Nope, it is NOT an absolute path, it is an urlString created from an folderitem and converted to an urlString by REALbasic (The html file exists on an another Volume than Volume(0)

But the Data volume is mounted in the Volumes directory (which is at the root, /) so the absolute path really does start with the / character.

Open a terminal window and move to your directory then do a pwd.
