One can hope. It's a serious problem, and some solution needs to
be found.
It should be possible. Way back yonder, when everything was dial up
and you paid by the minute for both telecomms and CompuServe access
time, there was a program called Navigator which would download an
entire CSi forum's threads as a digest. You could then browse and
reply at leisure offline before uploading your replies. Of course
we're talking proprietary systems and info here which CSi was always
loath to release, but the Navigator app was 3rd party I believe.
Fixed fee pricing on CSi and eventual sensible charging from British
Telecom did away for the need for Navigator.
