The Print Resolution as Joe puts it was the issue.  I am use to my normal 72
DPI print resolution, but my end-user had his set for 36 DPI.  That is why

I don't think setting the Max resolution to 72 is going to help -- he's not exceeding that. He's setting his resolution to LESS than that. Your printing code needs to examine the actual resolution, and adjust your printing (including font sizes) accordingly.
