Actually, an applescript would do the trick. In fact, there's an easy
to use command in the Photoshop CS dictionary. Shouldn't be too hard
to script.

rotate v
    rotate layer : the layer object or objects to be operated upon
    angle real
    [anchor position bottom center/bottom left/bottom right/middle
center/middle left/middle right/top center/top left/top right] : point
to rotate about ( default: middle center )
