is there any declare or shell command to start up the computer (Mac OS X, and Classic if ever possible)?
I have no idea what the answer is, but if I were to guess, I would look at the APIs related to the Energy Saver preferences pane.
A quick spotlight search for "startuptime" found some code in C in the developer folder...

I am currently looking for declares related to the Universal Access preferences pane, and so far, documents like the above one usually contain a list of declares.
