I believe it is. In other words, anyone submitting a post which is not actually a reply should set the address anew. Otherwise it highjacks existing threads.

This has been an ongoing gripe of mine. Hitting reply and then changing the subject line does 2 things
1) It hijacks other posters threads
2) It buries your message amongst other unrelated messages thus lessening your chance of receiving a useful reply.

Some posters on this list are notorious for doing this.
