I'm not a lawyer but it seems to me that what Dr.Steinman is trying to do
would fall under the provisions since he is attempting to create an
application that has some level of interoperability with RB.

Parsing the various Framework.o files inside the RB package should be  
accurate, but you have to break your license agreement's non-reverse  
engineering clause to do this.
