I'm still unclear as to why this is a problem only on Windows. I did
find what I think is the proper definition of error code 32:
The process cannot access the file because it is being used by
another process.
I'm just not understanding what process has grabbed the file.
Also of possible interest, .Exists is True, .IsReadable
and .IsWriteable are both False, Rb reports the .Length correctly,
and .Locked is False.
Operating under the possibility that the thread that handles the
downloading had not released the file, I changed some stuff around so
all the downloading happens in a thread, and all the applying happens
outside of the thread (after it has completed). This didn't have the
hoped for result.
