Fixed in version 2006r5a1 (whatever release this is)

Not a bug! Quoting RS: "The toolbar (by design) is not meant to take
up any client area. Treat it as if it were a MenuBar for example".

So, it was my mistake to treat it like a normal control - the LR does
not say anything about this so I presumed it was ok placing the
Toolbar directly on the window with its width and heigh.

This was closed by RS saying it was a duplicate of other bug, but no
report id was specified, so I don't know if it was fixed or not.
