Well, you *can* embed tab panels in page panels, you just have to be
very cognizant of the control order and parenting.
There was a post (should be in the archives) from Cortis (shortly
after he left REAL, I believe) that indicated this sort of construct
was working. Now things may have changed since then (as things do
with new versions of Rb), but I seem to vaguely recall a couple of
success stories regarding this.
Have you searched the archives? They might provide some concrete
details, of course you're probably going to run into a lot of
messages about panels in panels (tab or page) not being supported,
but just because it isn't supported doesn't mean it can't be done.
