At least on Mac OS X, the actual output of the different date types
is defined by the prefs panel ("Landeseinstellungen" in German; I
guess it's "Country Settings" in English). I could imagine that it is
the same on Windows and Linux.
Bottom line: Not RB defines how the output looks like, but the OS
does. If you want consistent output, you'll have to write your own
function.
