Yes.
Note that this is not simple. You have to handle many things as many
applications (such as applescript scripts can rely on the Finder).
Under OS9, I think it's the Finder which handles the Power key (to
display the "Do you really want to shutdown now?" dialog.
Speed can also be a problem if you plan to show a folder containing
many items with their correct icons.
Also, the Finder has many logical rules that are expected from an
user point.
But, yes, I already tried that. It worked (but was very simple, not
