The title of the dialog is "Open File - Security Warning". The dialog
text reads: "The publisher could not be verified. Are you sure you
want to run this software?" Then it lists Name: Remote Debugger
Stub.exe, Publisher: Unknown Publisher, Type: Application and From:
.PSF. Below that are a "Run" and "Cancel" button (Cancel is the
default). Finally there is a shield icon at the bottom with this text
next to it: This file does not have a valid digital signature that
verifies its publisher. You should only run software from the
publishers you trust. How can I decide what software to run? -- This
last bit links to what looks to be a Microsoft Internet Explorer Help
topic on "Should you open files from Internet or e-mail that you
have saved to your computer?"
There are no checkboxes to check. So I looked for some in Remote
Debugger's Properties dialog, and discovered what must have been the
problem. I was running it from a shared folder, which XP running in
Parallels sees as a network drive. Copying the EXE to the C drive
fixed everything. So thanks for mentioning the checkbox!
For executables there's usually a checkbox in that dialog that you
can uncheck to remove the warning. I haven't used the Remote
Debugger at all, but opening it just now I don't get any warnings at
all. However, I likely disabled such warnings a long, long, long
time ago. If that checkbox isn't there, please report back with what
the exact message in the warning box is, and I'm sure I can help you.

installed with an installer) are trustworthy so that I don't have to
