You're not the only person looking for a way to do this.
There is an open source project called MING that, if it were turned into a plugin, a number of people would be interested in using it.

MING is LGPL, so it's best to compile a dynamic library and declare into that. As I understand it, RB plugins used in closed source projects aren't compatible with the LGPL since you can't replace the compiled binaries (well, in targets other than Mac OS X dylib at least).

If MING worked out-of-the-box on OS X I might be willing to give declares a shot, but I'd rather not wrestle with a non-working C library...
