Oh no. I explicitly wrote to Geoff personally before buying RB 5.0
pro (my first RB purchase) to know if that would be included in the
price and he confirmed. RS had only started work on that CVS-like
thing that was never finished and which name I don't even remember.
(RS' policy of no longer promising stuff was instituded only later.)
RS policy of not promising anything has been around for a long time
(since about version 3) after the flak they got for promising to
deliver a cross compiler and a database in version 2 that did not
materialize (if I recall correctly)
