You cannot set a player's preferences via a RAM file.

However, as long as the player does not have their maximum bandwidth capped
at some value this should not be a problem.  If someone's normal bandwidth
is 56k but the maximum bandwidth is T3 then their player will stream-switch
up to your higher-bandwidth presentation as long as that bandwidth is
currently available.

You do not need to force the user to do this-- it is automatic.

However, if their maximum bandwidth is set to 56k, then they will not
up-switch.
